Starred in MK3, Sektor was originally designed as a long-range weapon of destruction. His mechanical body was full of weappon implants. His missiles, homing missiles, and even teleport punch were about to hit an opponent from large distance. Basically the Shinobi version of Sektor is a collection of all his moves throughout MK history - including MK3-UMK3, MKG (with laser as a weapon), MKA (flamethrower as a regular move, swords as a weapon).
The battle skill system was based on MKA attacks, which were said to be Kempo moves. Digging more deep into kempo fighting, we came across another kempo fighter from a different game - Feng Wei from Tekken 5. This character became Sektor's prototype for a battlestyle later. Multiple sways, elbow and palm attacks, quick roundhouses - these are elements of Kempo put into new version of Sektor. Also, most of his signature MKA moves are still in - like his heel uppercut.
Despite using some of his MKA cyborg voice (along with some new one), Sektor keeps remain silent for the most of the battle duration. This, as well as his taunts, quotes, and character development, shows him as the most cybernetic of all cyborgs - cold, brutal and emotionless.
After increasing his AI, Sektor really became a master of long-range combat, leaving one best method to confront him is to fight hand-to-hand. Also, one of Sektor's special features is that he knows no mercy and does not accept it for himself. Once you try to perform Mercy on him (to continue with most destructive finisher), he will refuse it and take his own life immediately. This makes him more in a Bushido-way rather than shinobi, but still he is a deadly foe as a cyber-ninja.
